1000 points to paint in 66 days.  
= 105 points / week
= 15 points / day
= < 1 Space Marine / day
= 3 Guardsmen / day
= easy to do

So you may think that painting 1000 points in 66 days may be a huge job but lets have a look at it.
We have 9.5 weeks leading up to the next Doubles Team Tournament, most 1000 point armies will contain around 8 units on average. This means you have less than 1 unit per week to paint up to be ready. This may seem a lot just to be able to register, but remember the minimum painted standard is base colour + 3.
Lets take Space Marine Brother Joe Blow of the Black Templars. How can we get him ready from bare plastic / metal to minimum tournament standard?
1. Undercoat black (base colour).
2. Paint shoulder pads white (1st colour).
3. Paint eyes red (2nd colour).
4. Paint weapons gunmetal (3rd colour).
And we're done. 1 Marine ready for table top play.

But I don't play Marines, I have a gazillion bugs to paint up for my horde..... Even easier:
1. Figure out the flesh colour you want and spray with Army Painter cans (base colour).
2. Paint armour plates another colour (1st colour).
3. Wash entire model with Devlan Mud (2nd colour).
4. Paint teeth, eyes, claws or something prominent another colour (3rd colour).
And we're done again.
